That argument is completely pointless.  We all know that no protection programs has a 100% success rate, ever.  In a modern world we live in, it seems the current trend at the moment is to say "Not my fault" and to blame someone or something for their ills on their PCs.  The graph isn't going to help to raise awareness.  What we need is a complete overhaul of the way we're approaching  and using computers right now, and needed to be done quickly.  Maybe, in the near future, when one want to buy, they have to take a test to see if that person is aware, if not, go back and study before you buy.  Or even a licence, lets say if you continually getting infected despite being told by the forum to change your surfing habit, then like the Highway, your licence should be revoked and banned from going to the Internet.

I don't know why so many people are not accepting their responsibilities for their actions, but this is exactly the reason for the rise of infections.  It's not due to the fighting capabilities of the security programs, it's due to the lack of knowledge and ignorance.</description>
